Contrary to expectation, the only major announcement at the World Motor Sport Council meeting in Turin was that only cars entered by Manufacturer teams can run under 2017 specification World Rally Cars rules.  

This means the proposed Super licence concept has gone away.  It appears that the concept of three car World Manufacturer Championship teams will also not be implemented.  

As rules limit these entries to two per team, and assuming there will be five registered manufacturers in 2017, there will be a maximum of 10 new 2017 cars on events.
    
Rules reducing points allocated should WRC events be curtailed are to be implemented, a move which will unfairly reduce the value gained for teams from WRC participation in WRC when organisers have problems.  

Details:  “when part of an event’s itinerary is cancelled, a minimum of 75% of the special stage distance must be run in order to allocate full points from 2017. If between 50% and 75% of the itinerary is run, half points will be awarded, and between 25% and 50%, one third of the points. If less than 25% of the special stage distance is run, no points will be awarded”.

Also announced: “a Manufacturer will not be required to nominate the first driver in its team. Nominations will, however, still be required by the closing date of entries for each event.”
