Not to be confused with a public gathering, a motorsport rally is an event where a crew of (usually) two people traverse a predetermined route to a time schedule set by the event director or Clerk of Course.
Penalties for a number of things – for instance, if the correct route is not covered; if information is not collected along the route or if via points are missed, or if the time schedule is not adhered to.
The winning crew will be the one that covers the correct route while complying with all the instructions and in the least amount of time.
